【摘要】:Thestorageofnuclearfuelinhigh-densitystorageracksisdependentuponthepresenceandperformanceofanabsorberbetweenthestoredfuelassembliestoensurethatthereactivityofthestorageconfigurationdoesnotexceedtheK-effectiveallowedbyapplicableregulations.Aconfirmationtestmayberequiredtoverifythepresenceandperformanceoftheabsorberwithintheracks.Whentheabsorbersarenotvisibleoraccessibleforinspection(suchasbeingfixedwithinthewallsofthestructuresurroundingthestoragepositionintherack)asurveillancetestprogrammaybeconductedonrepresentativespecimensoftheabsorberthatareaccessibleandexposedtothesameenvironmentalfactorsasthoseintherack.Thisguideprovidesguidanceforestablishingandconductingasurveillanceprogramformonitoringtheongoingperformanceoftheabsorbers.1.1Thisguideprovidesguidanceforestablishingasurveillancetestprogramtomonitortheperformanceofboron-basedneutronabsorbingmaterialsystems(absorbers)necessarytomaintainsub-criticalityinnuclearspentfuelstorageracksinapoolenvironment.Thepracticespresentedinthisguide,whenimplemented,willprovideacomprehensivesurveillancetestprogramtoverifythepresenceofsufficientneutronabsorbingmaterialwithinthestorageracks.Theperformanceofasurveillancetestprogramprovidesaddedassuranceofthesafeandeffectiveoperationofahigh-densitystoragefacilityfornuclearspentfuel.Thisstandarddoesnotpurporttoaddressallofthesafetyproblems,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
